Publishing Smart Forms allows you to select who can view, and edit the Form. You also have the ability to include a Status Tracker to keep track of Open/Closed submissions.

Reporting Settings:
This allows you to edit who can see responses and who can make changes to the Smart Form you created. You can always edit this by choosing Edit from your Smart Forms Dashboard. A Team Admin who can see responses can also link forms in the Text Card.
If you can't see the user you are looking for please check if they have Team Admin permissions. Team Admins need permission to "Manage People" in order to have access. Global admins automatically have access to all forms, so they are not selectable in these lists.
The Status tracker will allow you to close a submission so you know that it's been viewed and in the example below the order was completed.
